Place top oven rack in the center position and preheat oven to 400 F.
Cook frozen cauliflower according to package instructions. Drain off excess water, then set aside.
In a large bowl, combine cream cheese, heavy whipping cream, butter, garlic powder, dried dill, and salt and pepper to taste.
Add cauliflower to cream cheese mixture and toss to combine.
Transfer to an oven-safe casserole dish and top with shredded cheese blend and crumbled bacon. Place in the preheated oven and roast until the cheese is melted and browned on top, about 8-10 minutes.
Remove from oven and serve immediately topped with fresh chives.
